On Tuesday, 1st September, 2026, the Uganda Insurers Association (UIA) in partnership with Traffic Police and Ministry of Works & Transport, met with boda boda riders on Motor Third Party (MTP) Insurance, at Hotel Africana in Kampala. The engagement that aimed to promote the understanding of MTP was hosted by our Non-Life Technical Team: Mr. Martin Okwaja & Mr. Gilbert Emojong. It featured representatives from the insurance industry to provide practical information on MTP, its importance, and how it protects third parties in the event of road traffic accidents.
Assistant Underwriting Manager at Sanlam Allianz General Insurance Uganda Limited - Mr. Gilbert Ssenyonga presented on behalf of the Uganda Insurers Association, emphasizing the importance of taking insurance information directly to key stakeholders, further noting that engagements of this nature bridge existing knowledge gaps and enable Boda Boda riders to better understand how Motor Third Party Insurance works, why it is mandatory and the role it plays in protecting road users.
He explained that given the significant exposure of riders to road traffic risks, understanding and complying with Motor Third Party Insurance requirements is an important part of responsible road use, adding that responsible riding practices help to reduce road traffic accidents.
Road Safety Officer at the Ministry of Works and Transport - Mr. Kamoga Michael emphasized that, to promote responsible road use and protect road users, no motorist should be on the road without valid Motor Third Party Insurance.
He encouraged Boda Boda riders to actively engage with key stakeholders, including the Traffic Police, to raise their concerns, share their experiences and contribute to identifying solutions that can improve their safety and that of other road users.
He also explained that, together with the Uganda National Bureau of Standards (UNBS), standards have been established to guide the quality and safety of helmets available to riders, urging the Boda Boda riders to prioritize quality protective gear and make helmet use an integral part of responsible riding.
Deputy Traffic Police Commander for the Kampala Metropolitan Area - Mr. Justin Opus, commended the Uganda Insurers Association (UIA) for the continued road safety awareness efforts and called for greater public awareness on Motor Third Party Insurance. He noted that 26,044 road crashes were recorded in 2025, including 4,602 fatal crashes, with motorcycles accounting for 15,096 of the reported crashes. Against this background, Mr. Opus called upon Boda Boda riders and all motorists to prioritize having valid MTP Insurance, while emphasizing its role in ensuring compensation for third parties in the event of an accident. He also reminded riders that operating a motorcycle without valid MTP Insurance is illegal and encouraged compliance with road safety requirements.
Delivering the engagement’s closing remarks, UIA CEO - Mr. Jonan Kisakye commended the stakeholders for participating in the engagement and noted that continued dialogue with key road-user groups is essential to improving understanding of the need for insurance.
Mr. Kisakye emphasized that such engagements provide an opportunity for the insurance industry to listen to stakeholders, address information gaps and identify practical ways of improvement.
He further noted that Motor Third Party Insurance remains particularly important for Boda Boda riders because of their high exposure to road traffic accidents. He therefore urged the riders to observe road safety requirements and ensure that their motorcycles have valid Motor Third Party at all times.
The UIA reaffirmed its commitment to continued stakeholder engagements as part of its broader efforts to promote Motor Third Party awareness, compliance and responsible road use. This effort also seeks to ensure that Boda Boda riders view Motor Third Party Insurance not merely as a legal requirement, but as an important component of responsible road use.
